mod_perl Guide. mod_perl not only speeds up Perl based CGI scripts, it also exposes the Apache API. The mod_perl book is also a good resource.
HTML version of the Debian CVS Manual. This may be out of date as I tried finding the manual on the Debian website and couldn't find a new copy to mirror
O'Reilly has done a realy cool project called The OpenBook Project. They've created PDF and HTML versions of current and out of print books from their catalog.
- Using Samba - Local copy or the O'Reilly copy. This book was adopted by the Samba development team as the official documentation.
- CGI Programming on the World Wide Web - Local copy of the 1st edition. O'Reilly has released the 2nd edition. You can read a sample chapter.
- Web Client Programming with Perl - Local copy. I found the documentation for the LWP module a little terse. This book is more of a tutorial than a reference.
Local copy of v60 docs for Vim. I kinda like Emacs better, but Vim can handle 400MB log files while my copy of Emacs won't handle files over 128MB.

Jakob Neilsen's www.useit.com is a good place to learn how to make a usable website. His book Designing Web Usability: The Practice of Simplicity is good as well.
One part of improving usability is making sure that your website can be used by the disabled. Bobby can rate how well the disabled can use your website.
I buy technical books from BookPool (they're still cheaper than Amazon) and hit my local Barnes and Noble for just about everything else.
